About Arts Council Malta - President’s Fund for Creativity
The President’s Fund for Creativity is jointly managed by the Office of the President of Malta and Arts Council Malta as part of the Arts Council Malta 2030 Strategy. It supports participatory arts initiatives that use creativity as a tool for social inclusion, community development, and cultural engagement.

Arts Council Malta - President’s Fund for Creativity Requirements
- Applicants, to be eligible, must be working in the field of social and community development, or be active in any cultural and creative field. The project/programme/proposal must target the needs of disadvantaged groups and address them through art, creative expression, and cultural participation.
- The fund offers two options: a State aid option and a non-State aid option. The option of State aid is available to undertakings carrying out economic activities within the meaning of Article 107 TFEU, for which assistance will be granted under the de minimis regulation. The option of non-State aid is available to those applicants who do not carry out economic activities within the meaning of Article 107 TFEU as well as for proposed projects/programmes/practices which do not involve such economic activities. In addition, applicants must qualify as one of the following:
- Entities registered with the Malta Business Register (including companies, partnerships, foundations, and organisations/associations);
- Groups, collectives, and consortium;
- Registered cooperative;
- An educational institution offering formal or informal education;
- A public institution;
- Voluntary organisations registered with the Commissioner for Voluntary Organisations
- Creative practitioners/individual artists.
The applicant's representatives must be Maltese nationals; or have a Maltese residence permit; or a certificate of Maltese citizenship; or a Maltese passport.
The fund supports organisational development and collaboration between organisations active in the field of arts and culture and organisations active in the field of social and community development.
The applicant must collaborate with another organisation or individual to develop a community art project/programme/practice and ensure that his/her professional fulfilment is maintained both from an artistic quality perspective and in terms of the care and attention required by the identified participants. The application should clearly demonstrate the benefits of the project/programme/practice to the community.
