About Council of Europe Youth Innovating Democracy Programme

This programme brings together up to 120 young participants at the European Youth Centre in Strasbourg from June 24 to 26, 2026. The goal is to discuss concerns about democracy and create practical ways to make it more inclusive. Attendees will work on new approaches to boost participation in democratic processes.

  • The Council of Europe covers all major costs. This includes full accommodation in twin rooms at the Youth Centre or a nearby hotel. All meals are provided on site.
  • Travel expenses follow the Council’s rules, with pre-paid tickets available for selected participants. This support lets young people focus on the event without money worries. Selected attendees get details on logistics soon after approval

Council of Europe Youth Innovating Democracy Programme Requirements

  • The programme targets specific groups to build a wide network. These include representatives from international youth organizations, national or local youth councils, and young democracy activists. Members of youth movements, especially those linked to European Youth Foundation projects, are welcome.
  • Other eligible people are youth centre reps from the Council of Europe Quality Label network, Advisory Council members, youth delegates to the Congress of Local and Regional Authorities, and young artists, journalists, or content creators focused on democracy themes.
  • All applicants must meet extra requirements. They need to be 18 to 35 years old, though exceptions apply with good reasons. Residency in a state party to the European Cultural Convention is required, with rare exceptions.
  • Participants should spread event outcomes in their networks, work well in English or French, and attend the full event.
