About U.S. Embassy Zagreb - Hubert H. Humphrey Fellowship Program
The Hubert H. Humphrey Fellowship Program is an international professional exchange initiative that brings experienced professionals to the United States for advanced academic study and professional development.The fellowship is designed for mid-career leaders who have demonstrated professional achievement, leadership potential, and a commitment to public service. Participants engage in non-degree graduate-level study, professional networking, leadership training, and practical learning experiences at selected U.S. universities.The program strengthens global cooperation by helping professionals develop expertise, expand professional networks, and exchange knowledge with counterparts in the United States.

U.S. Embassy Zagreb - Hubert H. Humphrey Fellowship Program Requirements
Applicants must:
- Croatian citizenship
- A qualifying university degree (pre-Bologna 4-year undergraduate degree) or a Bologna Master level degree (5-year degree)
- At least five years of full-time professional experience
- Employment in Croatia (full-time or contract-based)
- Two letters of reference in English
- Proficiency in English
Application Date and Process
Required documents include:
- Completed online application; essay responses must thoroughly address the questions/topics.
- Official academic transcripts: Transcripts must list courses taken and grades received for undergraduate (4-year Bachelor’s) degree or a Bologna Master level degree (5-years of study). Diplomas are required for all other higher education degrees (Masters and Doctoral), no transcripts of grades are needed. Original Bologna diploma supplements in English are acceptable and do not have to be notarized.
- Other transcripts of grades and diplomas, if issued in Croatian, must be translated and notarized.
- Two letters of reference (one from the current employer)
- Passport scan
- Signed employer confirmation letter in English
