The Broadcaster Envelope Program: Diverse Languages allocates funding to Canadian broadcasters based on their history of supporting Canadian programming in diverse languages. While broadcasters receive the funding envelope, the actual funds are paid directly to eligible applicants according to a set payment schedule. This initiative ensures that Canadian audiences have access to a wider range of stories and perspectives, promoting cultural richness and inclusion in the media landscape.

- Flexibility: The maximum CMF contribution is now more flexible, with the previous dollar cap removed. This allows applicants to structure their financing to best suit their project's needs.
- Support for All Genres: Funding is available for any eligible genre of linear content, including drama, documentary, children & youth, and variety & performing arts.
- Alternative Access: Broadcasters without a direct envelope allocation can still participate through the Alternative Access option, subject to available funds
- Promoting Diversity: The program actively encourages the creation of content that broadens the representation of Canada's multicultural communities on screen.
Broadcaster Envelope Program Requirements
To be eligible for the Diverse Languages Program, applicants must meet the following criteria:
- Be Canadian-controlled as defined in sections 26 to 28 of the Investment Canada Act.
- Have their head office in Canada.
- Be in good standing with all relevant talent and industry associations and guilds.
- Affirm and attest that the project submitted for funding complies with the CMF's Narrative Positioning Policy.
- The original language of production must be a language other than English, French, or an Indigenous Canadian language. Exceptions may be considered if a Canadian broadcaster contributes a portion of their English or French envelope allocation, but the project's primary language must remain a diverse language.
- Projects must be closed-captioned in the original language of production if they contain narrative, dialogue, or lyrics. Exceptions may be made for projects targeting children under five, projects in Indigenous languages that do not use the Roman alphabet, and live-to-air productions.
Application Date and Process
STEP 1: BEFORE YOU SUBMIT YOUR APPLICATION
- Carefully review the program guidelines and all reference documents.
- Determine whether you are an eligible applicant and whether your project is eligible for funding, according to the eligibility criteria listed in the guidelines and business policies (Appendix A and B).
- If you have questions about your eligibility or the application process, please contact a regional office of the CMF Program Administrator, Telefilm Canada, for a pre-application consultation.

STEP 2: TO SUBMIT YOUR APPLICATION
- To complete your funding application, you must register online to create your Dialogueaccount. Once registered, you will then receive a temporary password by email.
- Consult the Dialogue User Guide for further instructions.
STEP 3: AFTER SUBMITTING YOUR APPLICATION
Upon submission, you will receive a confirmation with an application number. For information on the status of your application, please contact the Funding Application office in your region.
- If you’ve applied to a selective program, once the review process for your application has completed, you will receive a letter informing you of our decision. If your project was not approved, the reasons for its rejection will be explained.
- You will need to complete the Dialogueenrolment process for your company before you can proceed to contract. The enrolment process is a very simple two-part process which involves designating an Administrator for your company and validating your company name. You can start this process once you have received a positive decision under a Selective program, or if you applied to an Automatic program, by requesting an Identity Verification via your Member profile in Dialogue. When you have successfully completed the identity verification step, you will then need to request Administrator status and submit your corporate documentation and a Certificate of Authorization. When those documents are validated, your company’s enrolment will be complete. (Note: your company only has to go through the Enrolment process once.)
- If your project is approved, you will receive a contract to sign as soon as all of the conditions stipulated in the letter of acceptance (where applicable) have been fulfilled.
- Once your contract has been signed, complete and submit the applicable Final Cost Documents found on the Program page.
