This program enables international students to pursue vocational training in Quebec with a merit-based scholarship, exemption from additional tuition fees, and health coverage provided by the Régie de l’assurance maladie du Québec.
This program, funded by the Quebec Ministry of Education, aims to enhance the internationalization of vocational training centers and provide talented students with opportunities to study in Quebec.
Students must enroll in and complete a full-time professional training program leading to a Vocational Studies Diploma (DVS) or a DVS followed by an Attestation of Vocational Specialization (AVS). Programs under 900 hours are generally not eligible, except for those qualifying for the permanent residence pilot program of the ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI). This program is managed by Éducation internationale and its Québec métiers d’avenir service.
Merit scholarships for international vocational training students
The annual budget for merit scholarship award is $2 380 000 (making about 95 awards annually), subject to the budgetary allocation of the ministère de l’Éducation du Québec (MEQ).

Age
Be at least 18 years old at the time of submitting your application to the scholarship competition. There is no upper age limit.
Nationality
Be of nationality other than French or Canadian. Applications from member countries of the Francophonie (in addition to France, including the French Overseas Territories) and from countries in the growth markets of Asia (China, India, Japan) and the Americas (Mexico, Brazil) will be prioritized.
Citizenship
Not have Canadian citizenship or permanent resident status in Canada, or be in the process of obtaining permanent residence under Canadian immigration laws.
Outside Canada
Be outside Canada at the time of submitting your application and until the announcement of the selected applications.
Scholarship
Not have previously received a scholarship to pursue studies of an equal or higher level in Quebec. In addition, the accumulation of scholarships during the same school year is not authorized.
Study program
Meet the admission requirements of the desired study program.
English level
Demonstrate a level of English allowing the successful completion of a professional training program.
Assistance
Not have paid a commission to a third party organization or person in order to be supported within the framework of the excellence scholarship program.
Fraud
Not have been found guilty of submitting an application containing fraudulent documents in the past when applying for participation in this program or any other program of the ministère de l’Éducation.
Financial capacity
Declare having the requested financial capacity.

From Wednesday, June 18, 2025 (noon, Quebec time) to July 30, 2025 (11:59 p.m., Quebec time)
Eligibility
Determine if you are eligible for the competition (see eligibility criteria above). Any application submitted with a false statement will be automatically rejected from the Merit scholarship competition. If you do not meet the competition eligibility criteria, there is no point in applying.
Register
Register on the Merit scholarship competition platform.
Complete your profile
Fill out the requested information. Read the consents and declarations carefully. The declarations correspond to the eligibility criteria for the Merit scholarship competition.
Choice of training and training center
Make your choice of training and training centre from the list offered (only 1 choice possible) in the "Merit scholarship" section of the platform.
Filing of documents
Complete the mandatory sections using your documents.
