Opportunity Details
The Mitigation Action Facility (MAF) funds organizations and national institutions to implement climate mitigation projects that advance carbon-neutral development. With up to EUR 25 million per project from an overall EUR 100 million envelope, the Facility supports initiatives in energy, transport, and industry sectors, integrating policy, finance, and technical assistance to accelerate Nationally Determined Contributions (NDCs) and sustainable development.
Total funding envelope: EUR 100 million
Maximum per project: EUR 25 million
Lighthouse Pilot Projects: Optional modality for innovative delivery pathways
Concepts per applicant: Up to six
Finalists invited to pitch: Up to 25
Project phases:
Concept Phase – Initial project proposal
Detailed Preparation Phase – In-depth project planning (optional for mature projects)
Implementation Phase – Full project execution
Eligible applicants include:
National ministries or governmental agencies
Development banks
NGOs and INGOs
Foundations
Private financial institutions or commercial companies
Eligibility criteria:
Projects must be located in an OECD DAC-listed partner country
Must focus on energy, transport, or industry
Proposals should combine policy reform and financial instruments
Must align with any existing NDC Partnership plans
Activities must qualify as Official Development Assistance (ODA)
Must present strategies to leverage additional capital and phase out Facility support
Confirm eligibility and project alignment with partner country priorities
Submit up to six concept proposals per applicant
Selected concepts advance to the Detailed Preparation Phase or directly to the Proposal Phase for mature projects
Participate in finalist pitch sessions if invited
Upon approval, receive technical and financial support for full implementation
Applicants are encouraged to design projects with:
Clear impact metrics for emissions reduction and carbon-neutral development
Strong local ownership and governance
Long-term sustainability beyond Facility funding
