U.S. Embassy Madagascar - Hubert H. Humphrey Fellowship Program Requirements

To be eligible for a Hubert H. Humphrey Fellowship, applicants must:

    • Be a citizen of and currently residing in Madagascar or in the Union of the Comoros;
    • Be a mid-career professional in a leadership position;
    • Be a holder of Master 2 degree or the equivalent of a U.S. bachelor’s degree in the field of specialization; Please note that a Certificate of Success is not accepted. Only an official degree will be considered.
    • Demonstrate sufficient English language proficiency to successfully participate in the program. Please note that pre-selected candidates will be required to take the TOEFL test. To remain eligible, candidates must achieve a minimum score equivalent to TOEFL iBT 72, Duolingo 100, IELTS 6.0, or higher.
    • Be an individual working in either the public or private sector with demonstrated leadership ability and a demonstrated commitment to public service;
    • Understand that the program is non-degree granting and be aware that they cannot transfer to degree status in any program and therefore will not be able to become degree candidates after arriving in the United States.
    • Have at least five years of full-time professional experience beyond attainment of a first university/undergraduate degree prior to August 2026;
    • Have management or policy responsibilities, including for those who are university teachers
    • Have outstanding academic records, references, and preparation in their chosen field;
    • Have high motivation and a serious commitment to completing the program and returning home.

There is no fixed age limit for fellows.  However, appropriate candidates are mid-career professionals in leadership positions who have a commitment to public service and potential for professional advancement.  Candidates under 30 must clearly demonstrate the maturity and discipline needed to carry out a flexible, self-directed program.

Recent university graduates, faculty members with no management responsibilities, and individuals with recent U.S. experience over the past 7 years are not appropriate candidates for this program.
