About U.S. General Services Administration - OES Evaluation Fellowship
The Office of Evaluation Sciences is a specialized team within the U.S. General Services Administration that helps federal agencies build and use evidence to improve programs, policies, and services. The highly competitive fellowship offers researchers, policy professionals, and evaluation experts the opportunity to work directly with federal agencies to strengthen evidence-based policymaking and improve government effectiveness.
Benefits of U.S. General Services Administration - OES Evaluation Fellowship
Through the Intergovernmental Personnel Act (IPA) Mobility Program, selected candidates will continue to be paid by their host institution, and OES will reimburse the institution for the direct costs associated with your rotation. OES will reimburse institutions up to the following limits:
- Associate Evaluators: Up to $125,000 for the employee’s salary and benefits, with additional reimbursement for travel and remote work expenses, per year of full-time work.
- Evaluators: Up to $155,000 for the employee’s salary and benefits per year of full-time work.
U.S. General Services Administration - OES Evaluation Fellowship Requirements
- Employees of state, local, or Tribal governments, academic institutions, or non-profit organizations are eligible to join the team via the Intergovernmental Personnel Act (IPA) Mobility Program. Through the IPA, Fellows join OES on loan from their home institutions on either a reimbursable or non-reimbursable basis. OES Fellows have come from a variety of universities (e.g., Harvard University, Reed College, Miami University, and University of California, San Diego), non-profits (e.g., ideas42, Association for Psychological Science, and MDRC), and federal departments (e.g., the U.S. Department of Labor, the U.S. Forest Service, and the National Science Foundation). Full-time Fellowships begin in Fall 2026.
- Current federal employees can join the team on a temporary, reimbursable detail assignment via an Inter-Agency Agreement (IAA), with negotiable start dates and lengths of assignments (minimum of six months). We’ve had federal employees join the team as detailees from agencies including Treasury, HUD, USDA, DOL, and ED, and have hosted Presidential Management Fellows for rotations as well.
